TRANSPORT CONTROL SERVICE OF ASTANA

Transport Control Service of Astana (TCS) was established in the framework of the short-term plan implementation for development of the transport complex of the capital. The purpose of this service is to identify and eliminate violations connected with public transport. Since November 2015 TCS has been successfully operating on the lines of the metropolitan public transport routes.

The main functions of TCS:

  • control of fare payment by passengers and luggage transportation in route vehicles;
  • verification of passengers’ ticketing by conductors up to the introduction of electronic fare collection systems;
  • verification of route vehicles operation to ensure the safety of public transport passengers;
  • verification of the technical and sanitary conditions of route-vehicles before departure for intercity lines;
  • detection of violations in the activities of drivers and conductors;
  • inspection of the bus depots service activities which are responsible for letting out of route-vehicles to intercity lines;
  • site survey of accident involving route-vehiclea for fixing of the incident and further analysis;
  • Carrying out activities on the facts referred to in the complaints of citizens received by the contact center of Transport Dispatching Center and website of Akimat of Astana.
  • inspection of payment for the use of municipal paid parking (parking lots) in the territory of capital.

Moreover, the activity of the Transport Control Service of Astana (TCS) is aimed to increase the transport discipline in the field of public transport. That is, detection and restraint of violations that will allow to change driving ethics and professional ethics of drivers and conductors of public transport in a positive way.

During the period from November 2015 to March 2016 according to the information received by emergency commissioners of TCS 218 accidents involving route-vehicles were recorded, 88 of which were committed by the fault of bus drivers.

Also, in the same period 1268 violations of the Administrative Code of the Republic of Kazakhstan, traffic regulations, rules of transportation of passengers and luggage in the capital committed by drivers and conductors of bus depots were revealed.

The following violations were found during inspections:

  • creation of an accidental situation;
  • smoking in the bus;
  • conversation on the cell phone;
  • driving with open door;
  • not fastened seat belt, etc.

Based on bus depots violation facts disciplinary measures are applied in regard to drivers and conductors.

Repeated inspections revealed numerous violations in the activities of bus depots of the capital, in the work of responsible services, as well as technical and sanitary condition of the rolling stock.

Until the end of 2016 it is planned to install the mobile software and hardware "ParkRight" on company vehicles of TCS, which are aimed to automatic video recording of violations such as driving of private vehicles on separate dedicated lane (Bus lane) and prohibited parking at bus stops.

For reference:

According to the analysis, on a daily basis 40% of the residents of Astana, using public transport services do not pay the fare. Such violation of the passengers remained unpunished, which required review of legislative acts in the field of public transport. Now the "free-riders" will face wth administrative fine, and inspectors of Transport Control Services of Astana (TCS) monitor compliance with these and other regulations on public transport.

INTERNATIONAL EXPERIENCE

According to the International Union of Public Transport (UITP) in more than 95 cities around the world automated electronic payment system are implemented in public transport. Accordingly, there are supervision services for monitoring the payment of passengers in public transport who use transportation cards in those countries. For non-payment, punitive measures are applied.

Moscow, Russia

State Unitary Enterprise "Mosgortrans" introduced additional quality control system of work of land municipal passenger transport in October 1, 2014.

Stickers with the phone number are placed in the buses calling to which metropolitan motorists report about violation cases of traffic rules or about creation of accidental situation by shuttle bus drivers. About 300 vehicles were involved in the pilot project which lasted until the end of 2014.

This project controling the work of drivers of land municipal passenger transport was implemented by SUE "Mosgortrans" together with system of "no accident!".

According to the results of the pilot project, more than 200 messages with complaints about the operation of city buses were received. The majority of calls from metropolitan motorists contain information about non-compliance of drivers with the requirements of road signs or markings - 25.5%, 14.5% of appeals informed that the bus drivers did not provide benefit on the road to other vehicles, nearly 14% of notifications were about not switching on of turning lights.

Riga, Latvia

Similar transport control service functions in Riga too. Riga municipal enterprise of public transport Rīgas satiksme (RS) fined 7508 fare dodgers in February 2016. It's 2140 (39.9%) more than in January

The biggest indicator of violations of fare evasion is fixed in buses. In particular, 3,360 passengers were fined, 2642 - in the trolley bus, 1506 free riders - in trams. 1499 free riders out of total number paid fine on the spot, 6009 free riders were billed.

Speaking on the review of public transport, 23704 inspections were conducted in RS in February 2016. It is 1934 (8.9%) more than in January. Of these, 11,584 inspections were conducted on buses, 8417 - in the trolley buses, 3703 - in trams.

We remind that in January 2015, 21,770 inspections were carried out in RS transport vehicles and 5368 fare dodgerswere fined.

It shall be notes that RS provides passenger transportation in Riga by buses, trams and trolley buses. Riga municipality is the sole owner of the RS.

Berlin, Germany

Municipal commuter train in Berlin belongs to the "German railroads". Underground, buses and trams are operated by the Berlin public transport enterprise. The entrance to bus is through the front door, where it is required to show or buy a ticket.

An amazing fact – there is the lowest rate of "free riders" in Berlin. Only about 3-4%. This is due to the precision and consistency of the measures that bring good results. However, even this small percentage of passengers manages to cause significant damage: more than 30 million euros lost per year because of free riders. Therefore, public transport control in Berlin is strict and constant.

According to Petra Reetts, representatives of Berlin public transport enterprise, 120 inspectors are on duty daily in the Berlin subway. Previously, they were paid bonuses based on the number of caught "free riders". Training to communicate with the passengers is included in the training program for inspectors of railways, after which there is a procedure for passing the exams.

Baku, Azerbaijan

Another example of activities of the same service can be observed in Baku. They do not only check the payment of public transport fare, but also an increase of transport discipline and elimination of violations in the field of passenger transport.
